In order to maintain a professional work atmosphere for students and staff members, respect staff time, and to avoid ethical and fraudulent conflicts of interest with vendors, building administrations are asked to abide by the following:

  1. Vendors are not allowed into District schools/facilities to solicit business from employees during business hours. Building administrations may allow vendors to leave promotional materials (e.g. brochures, business cards, posters, etc.) with the front office and request these materials be placed in an area, such as the employee break room or bulletin board, so staff may view them and take one, if they so choose. Materials may not be placed in staff boxes. Vendors are not allowed to make sales pitches during faculty or staff meetings. Vendors are not to provide a snack, treat, or meal for employees in the break rooms while the vendor remains to solicit business. Building administrations may allow a vendor to leave a snack, treat, or meal along with promotional materials and a note indicating who brought the items and who employees should contact if more information is desired. Employees, including building and district leadership, should never feel like they are required to meet with vendors and hear their sales pitches.
  2. Decision makers are advised to avoid gifts from vendors in order to guard against the appearance of misconduct. A vendor providing a gift or meal for the staff or large groups is a very nice gesture of thanks and support. A vendor providing a special, private gift or lunch to only the decision maker(s) can create an ethical conflict of interest that can influence decision making.
  3. Vendors must follow the same protocol expected of all other visitors to District buildings by checking in at the front office and proceeding beyond the front office only after being invited to do so.
  4. If an employee desires to meet with a vendor at a District location to discuss services the vendor may offer to them personally, the employee and vendor must meet outside of normal business hours for that building. For schools, this means no contact between one-half hour before school starts and one-half hour after school ends, including lunch time and prep time. These hours are considered work hours and must be respected by the employee and vendors.
  5. The District’s finance system is not to be used to pay for employees’ personal business (e.g. mortgage payments, utility payments, insurance payments, donations to churches, credit card payments, etc.). Payroll deductions are not permitted for non-Jordan District purposes unless the funds are tax sheltered through a District-allowed plan (see #6 below). It is not appropriate for the District to engage in employee personal bill pay at taxpayer expense. Any payment arrangements made by employees with vendors should be done using the employees’ personal financial institution.
  6. As a taxpayer funded subdivision of the State of Utah, Jordan School District participates in the Utah Retirement Systems (URS). While employees have the private option of authorizing financial advisers or others to manage their retirement funds, there are inherent risks associated with any investment strategy. Jordan School District and Utah Retirement Systems does not and has not endorsed, contracted out, authorized, advocated, recommended, sponsored, or vetted other entities, including 403b agents, to represent them in these matters. Instead, URS employs retirement advisors, with a URS email and phone number, who will meet with and advise JSD employees free of charge. URS is a nonprofit trust and their advisors never earn commissions. If you want help with URS questions, please contact URS and if you choose to go outside of URS, please compare commissions and fees.
  7. As a taxpayer funded entity, Jordan School District, its departments and schools must only work with businesses that have first gone through the proper procurement process. Competing vendors are to be treated fairly without personal preference or bias.

UCLT Essay ContestUtah League of Cities and Towns has launched its annual Why I Like My Community Essay Contest for Utah fourth and seventh graders.

Students who win the first, second, or third prize will receive a cash prize ranging from $100 to $500 and their individual schools will receive a prize ranging from $500 to $1,000.

Award winners will also be featured in a video highlighting their writing and their community during the ULCT Annual Convention for Utah’s municipal leaders.

Fourth grade essays should be between 250-450 words and seventh grade essays should not exceed 750 words. Students must reside or attend school in an incorporated Utah city, town, or metro township in good standing with ULCT.

During the window, the employee must send the request through email. Please include your name, school, position, and the date you are requesting the leave. Requests left on voicemail or over the phone will NOT be accepted.

The employee will receive an email confirmation within two working days after submitting the request. If the employee does not receive a confirmation email, then Human Resources has NOT received your request and your leave will not be approved.

Through the month of FEBRUARY, current JSD licensed teachers and/or educators may view transfer opportunities for the 2024-25 school year.  If you are interested in a transfer to another school location in the District for the 2024-25 school year, you must submit a transfer request through the Teacher/Educator Transfer Request located in Skyward Employee Access and/or attend the Teacher/Educator Transfer Fair on Feb. 12, 2024.  A Teacher/Educator Transfer Request Report listing all interested licensed teachers and/or educators is emailed to Principals each Monday during the month of February with the names of those teachers/educators who are requesting a transfer to a new location for the 2024-25 school year.

On March 1, current JSD teachers/educators may view openings for the 2024-25 school year at employment.jordandistrict.org and must apply in Frontline.  Transfer requests will be accepted through August 1, 2024.

Licensed employees resigning/retiring at the end of the current contract year, who give official early notification in SKYWARD – EMPLOYEE ACCESS, will be eligible for a tiered incentive. To qualify, notification must be submitted on or before the following dates:

 The incentive will be paid on the last regular paycheck. Notifications of resignation/retirement received after the dates listed above will not qualify for an incentive. Jan. 2024 UPPAC NewsletterNEW REASONS YOU MIGHT BE REFERRED TO UPPAC
You may remember that in our last edition we shared common issues that might get you referred to UPPAC. Hopefully, as an educator you’ve been careful in the last year to avoid the self-checkout and to not sync your phone with your school computer. As a new year begins, we wanted to take the opportunity to bring some recent changes to the Educator Standards to your attention. The State Board of Education has added to or updated the list of reasons you might get referred to UPPAC and these changes took effect on January 10, 2024. This rule is more commonly known as the Utah Educator Standards, found in Utah Admin. Code R277217.

These changes add new expectations to what an educator may or may not do in the classroom, as well as make significant changes to each LEA’s reporting obligations.

New Provisions of the Standards
The first change to the Standards updates the Standards to be consistent with the sensitive materials law adopted by the Legislature. An educator may not “expose students to sensitive materials: (a) as defined in Section 53G-10-103; and (b) as determined by an educator's LEA.” R277-217-2(19). Educators should use caution to make sure that instructional materials used comply with LEA policies and are approved by the LEA where required. If you assign poetry to your class that you haven’t carefully screened and that contains references to sexual matters or drug use, you might be referred to UPPAC.

Next, the Board has clarified that an educator may not discriminate against a student or harass a student on the basis of race, color, creed, sex, national, origin, marital status, political or religious belief, physical or mental condition, family, social, or cultural background, sexual orientation, or gender identification. R277-2172(23). This is an expansion of existing protections already spelled out in the Educator Standards rule. As an example, if you make jokes about a student related to the student’s race, you might be referred to UPPAC.

The next change deals with discussion of a student’s sexual orientation and gender identity. An educator may not “invite, suggest, or encourage a student to reconsider or change the student’s sexual orientation or gender identity.” R277-217-2(24). In addition to this new language, an educator should use caution to make sure discussion of these issues is consistent with Utah law. If you discuss these changes, especially without permission from a student’s parent, you might be referred to UPPAC.

Another change reflects a concern frequently shared that educators are not trying to teach the approved curriculum, but to persuade students to espouse a particular viewpoint in any number of areas. The Standards now state that an educator may not “use the educator’s position, through instruction, materials, or symbols, to actively endorse, promote, or disparage a particular partisan, religious, denominational, sectarian, agnostic, or atheistic belief or viewpoint, in a manner inconsistent with the policy of the educator’s LEA.” R277-217-2(25). In this election year, if you actively seek to persuade your students to support Biden, Trump, Kennedy, or any of the other candidates running this year during contract hours, you might get referred to UPPAC.

The updates clarify that an educator should be cautious to follow approved curriculum for the instruction of sex education. An educator may not violate “Sections 53G-10-401 through 53G-10-403, Rule R277-474, or other Utah law regarding sex education…” R277-217-2(28)(v).

The final change to the Standards addresses concerns that educators are drawing inappropriate materials from outside the curriculum. An educator shall "use supplemental materials consistent with LEA policy as required by Subsection 53G-4-402(26)." Rule R277217-3(15). This seeks to make the Standards consistent with legislative changes in this area. If you pull supplemental materials from apps or other resources in a way that is inconsistent with your LEA policy, you might get referred to UPPAC.

Reporting Requirements
Recent rule changes also impact the concerns that are reported to the UPPAC. Your LEA has always had an obligation to report all substantiated violations of the Educator Standards to UPPAC. But now, the Board is asking for UPPAC to track and review a growing number of parent reports that may not have been considered in the past. Rule R277-217-5.

Under the rule, an LEA now must report to UPPAC every time a parent makes an allegation that an educator has violated the Educator Standards, even if the LEA feels the allegations have no merit. An LEA’s report must be made within thirty days of receiving the report and must include: (1) the findings of the LEA’s internal investigation or administrative proceeding, (2) any criminal charges filed, (3) the LEA’s internal disciplinary action, and (4) other relevant evidence. Records of unsubstantiated cases, which aren’t pursued with a UPPAC investigation will be private records and will only be preserved at the state level for the minimum amount of time required by law.

It is also anticipated that there will be greater follow up by UPPAC on parent complaints to USBE’s internal audit hotline. These reports frequently include allegations against licensed educators.

It is anticipated that the increased reporting will provide valuable data to USBE in tracking parent concerns. Additionally, while it is not anticipated that UPPAC will investigate most cases that LEAs found no evidence to support, it is anticipated that adding a second review from UPPAC will be a positive step to addressing parent concerns.

BYU School Leadership Program FlyerJordan School District is partnering with the BYU School Leadership Program and the School Leadership Alliance to pilot an administrative endorsement program with courses held during the school day during the 2024-25 school year.

While this day program is open to students from any district, Jordan School District has agreed to allow those who are working as full-time administrative interns and who are also admitted to the BYU program to attend these day courses. BYU will award a generous half-tuition scholarship to any student who attends this accelerated 14-month day program.

Courses start May 2024 and will run through June of 2025 so that participants will be job ready by July 2025. Day program students will be invited to attend Deloitte’s Courageous Principals Program in Dallas, Texas, where each participant will work on real problems of practice and receive instruction, support, and coaching from a trained mentor principal, district leadership, and BYU professors.

In addition to this day program, BYU will continue to offer a 14-month evening program. Evening students will be invited to attend the UASSP or UAESP Mid-Winter Conference in St. George, Utah. Applications to both the day and evening cohorts are due Feb. 15 with final admissions decisions being made in March. Don’t miss this unique opportunity to join these fantastic cohorts of aspiring school leaders!

Teachers and other educators whose educator license will expire on June 30, 2024, are encouraged to begin the license renewal process IMMEDIATELY by going to the USBE website.  You may begin reviewing the videos and forms; however, license renewals cannot be submitted to the USBE before January 2024. The District HR Department will send you reminders in November, January, and March.  A FINAL reminder will be sent to you in April as a 4th and FINAL NOTICE & NOTICE OF TERMINATION should you not receive your license renewal certification in CACTUS by June 30, 2024.

Dental Select is going to issue new ID cards to anyone that is currently enrolled in a Jordan School District dental plan.  If you are using an older card, the ID number may be incorrect and your dental office will not be able to find you active in Dental Select's system.

Below is an explanation on how to get onto the Dental Select website so you will have access to a digital copy of your card, explanation of benefits (EOB) along with other helpful tools.

  • Go to dentalselect.com
  • Select "Login" in the top right hand corner
  • Select the "Member" button in the lower left of the screen
  • On the Ameritas Login page select
    "Register Now"
  • Enter your name, email and create a user
    ID and password for a new account
  • If you'd like to go paperless, select the electronic EOB option when setting up your member account.

In your member portal account, you have 24/7 access to:

  • Your personalized ID card; print it or save it to your smartphone
  • Claims status and a breakdown of how benefits were calculated and payments processed
  • Plan details including maximum benefit and deductible amounts, and your remaining benefits
  • The average cost for in or out-of-network procedures based on ZIP Code with the Dental Cost Estimator
  • Search for network providers
  • Submit a claim online

  2. Ask your doctor for a prescription with a 3-month supply, and 3 refills.
  3. Submit documentation (completed enrollment form, prescription and a copy of your photo ID)
  4. Sit back and relax... medication will be mailed direct to your home within 4 weeks!
